As far as I can deduce from the code this config setting is no longer used (as other upload config settings). I do not know the reason for it.
In module_upload you can see that the max size of the server is used. Although that is changeable http://www.php.net/manual/en/ini.core.php#ini.upload-max-filesize I guess you have to ask your provider.
You could reason that if you set a size that's lower than the server size that size should be used. But as I said I do not know why several upload settings are no longer used.

The reason some upload settings are no longer used, is that PivotX switched to Plupload as the upload engine.

In this case I think we should fix modules/module_upload.php - it can be useful to set a lower max size than what PHP accepts.

Harm, you can add it to the tracker or fix it yourself. Just remember to not allow a higher value than what ini_get('upload_max_filesize') returns.

I'll make an attempt to fix it myself. Will report back.

I am not convinced this is working as intended, as far as images go the issue still remains. I have increased the upload file size and I cannot upload images over 2MB. I tried insert PivotX Download and tried to attach a PDF bigger than 2mb and got the same error. I am not sure why the limit in the uploader is 2 MB when the max limit can be set in the config but it ignores it? I would be happy to adjust it myself if I knew where the limit was hiding.

Check the relevant PHP settings of your server. (Ask your hoster.)
