PivotX Suitable For What I Want?

PivotX is free (GPL licensed) and can be flat-file, which is what I need.
From what I can tell it can also give me permalinks for posts, and I can include image(s) in posts.

I also want the following though, and I'm unsure if PivotX can deliver:
- Allow for multiple editors with non-admin rights.
- Not require command-line access to install or upgrade.
- Allow visitors to login and comment on posts, with comments being saved locally. (Not via Facebook/Disqus/etc.)

What do you exactly mean by permalinks? PivotX can rewrite your URLs to different formats.
Image(s) can be included in posts.
There can be multiple authors. They need access to the back-end but do not need major admin rights (there are different levels: http://book.pivotx.net/page/1-8)
Installation can be done with or without command line and visitors can register and get some extra features when commenting which can also be done by a visitor.

I should warn you that development for PivotX has stopped years ago and only really necessary debugging is still done.
The successor of PivotX is Bolt but that doesn't support flat files.
