I can't seem to figure out how to make this work.
The theme I downloaded has the code for this, but no matter what I try, Pages seem to be immune from the comment code.
What am I dong wrong?

Nothing, pages currently don't support comments. (As you have noticed it doesn't hurt to add comment-related codes to the page template - they just don't generate any output.)

Aha. Yay! For once I didn't break anything.
Sad that they do not support comments. But (I imagine) it's being worked on (since at least one template is programmed with comment code on pages... implying, to me, a plan, or at least wishful thinking).
